Public Safety & Fiscal Responsibility
Providing public safety is one of Saratoga's highest priorities. It’s also the city’s largest budget expense. Rising Law Enforcement contract costs require thoughtful solutions, responsible budgeting, and long-term financial planning. Our challenge is to maintain exceptional public safety service while managing costs and balancing budgets.
Saratoga’s large aging population makes it a prime target for sophisticated financial fraud. Protecting our seniors from financial losses due to scam and fraud will require multiple local agencies to focus on educating and providing direct toolkits for older adults.
Housing & Land Use
Every eight years, the California Department of Housing and Community Development (HCD) assigns a Regional Housing Needs Allocation (RHNA) to cities across the state. For the 2023–2031 planning cycle, the state mandated that Saratoga map out and zone for over 1,700 new housing units. It has created an ongoing tension between the residents, developers, and the city, most notably through state tools like the Builder's Remedy.
State housing mandates present real challenges. Our city has to develop practical and creative solutions for meeting affordable housing need in the region while preserving the neighborhoods, safety, and natural beauty that define our community.
Fire Safety & Emergency Response
A substantial portion of Saratoga—particularly along the western hillsides—sits in the Wildland-Urban Interface (WUI). Protecting lives, homes, and our environment requires planning before emergencies happen:
1) Create defensible space and manage vegetation around residential properties. 2) Promote Firewise neighborhoods and public awareness of wildfire alerts and responses. 3) Strengthen coordination with regional fire agencies for wildfire preparedness.
Traffic & Neighborhood Safety
Traffic safety affects every neighborhood—from the peak school drop-off and pick-up hours to the highly discussed new development projects near Quito Road and Saratoga's border.
Top focus needs to be on implementing practical traffic-calming and speed reduction measures to improve safety and protect neighborhood quality of life. Next is to partner with schools, transportation agencies, and neighboring communities to address traffic challenges.
Local Business & Saratoga Village
Saratoga Village serves as the primary focal point for local economic discussions. Because Saratoga is overwhelmingly a low-density "bedroom community," the Village faces highly specific structural and geographic challenges that directly impact its commercial viability.
Boosting the economic and social vitality of Historical Saratoga Village requires navigating unique constraints and collaborating with small business owners and local residents. The city council can play a key role to promote & support local businesses while preserving historical charm of the city.
